Run System Restore in Safe Mode with Command Prompt
If you require restoring Windows to an earlier state but having problems or cannot boot normally, you can run Windows XP System Restore while in Safe Mode with Command Prompt.
This method is useful if a newly added program or virus infection has made unnecessary changes to computer that made it unstable. Moreover, recently installed hardware also produces this error and you cannot do anything but to restore the computer to its previous restore points.
Please take note that this will only work of a restore point was created earlier.
To start System Restore using the Command Prompt under Safe Mode, follow this procedure.
1. Turn On computer and hold F8 key during boot-up just before Windows logo appears
2. Select “Safe mode with a Command Prompt” on the options by using up/down arrow keys of the keyboard.

3. If it prompts for log on, please log-in the account with administrative privilege.
4. Go to Start > Run and type cmd at the field “Open:”
5. Type %systemroot%\system32\restore\rstrui.exe and press Enter.
6. Follow the instructions on the screen to restore your computer to a previous known operational state.
